Steve has a M.S. in Urban and Regional Planning from San Jose State University (1985) and a B.S.
in Urban and Regional Government from Willamette University in Salem Oregon (1977).
He has worked in the field of environmental planning for 30 years, starting in Oregon at the time
the state had implemented mandatory General Plan guidelines and regulations.
Steve moved back to the Bay Area in 1980 and got a job with the City of Daly City as an Assistant
Planner.
After that, he worked for a number of consulting firms preparing CEQA and NEPA studies for a wide
variety of projects, primarily in the Bay Area.
The most noteworthy project was the EIS for the East Span of the Bay Bridge where Steve was the
Assistant Project Manager, working with Mike Davis at Parsons Brinckerhoff Quade & Douglas.
Steve is a Principal at Design, Community & Environment in Berkeley, where he has worked for the
past six years.
His primary responsibility is to manage the CEQA/NEPA practice;
however Steve is also the Principal in Charge on a number of General Plans including San Carlos
and Monte Sereno.
Steve is a people person, and his job provides him the opportunity to work closely with DC&E's
talented staff as well as clients throughout Northern California.
In addition, as a generalist in the field, he enjoys the interdisciplinary aspects of
environmental planning, taking the technical evaluations and weaving them into an EIR.
As a fourth generation East Bay native, Steve spends a lot of time enjoying the wealth of outdoor
and cultural activities that we have.
He also enjoys cooking and baking.
Steve enjoys working out on a regular basis, and he is an avid skier.
